Orene Kearn of Orene Kearn Image and Wardrobe Consulting answers: Depending on your body type, a boot-cut pant (one with a medium amount of flare) would be a better choice for a petite woman than large bell bottomed pants. The amount of the flare should be scaled down so that it is not overwhelming to a petite frame. The pants should fit well above the point where the flare starts (not too baggy nor too tight, but fitted). I recommend wearing a higher heel to elongate your legs in a boot cut pant, and hemming the pants for the shoes you will be wearing.
